It has always been my idea that Saudi Arabia has the most important hand into that problem of Al Qaeda. Saudi system of government - absolute dictatorship - should have been the first target for the terrorist group. But the Saudis have been "very fortunate", no doubt because of their huge bank accounts.
And let us not forget the other wealthy countries in the Gulf that have not been bothered so far by Al Qaeda.
